The administration of US President Donald Trump is prohibited from firing any government employees during the ongoing federal shutdown. California federal judge Susan Illston issued a temporary restraining order on Tuesday (local time) temporarily prohibiting the government from conducting any further layoffs during the shutdown. The order is in effect pending a decision in the main proceedings, according to a court document.

Illston had previously prevented the government from pursuing permanent job cuts in the public sector. According to US reporters present at a hearing, she said such a thing should not be done in a country governed by the rule of law. The government appears to be exploiting the situation in the budget dispute to assume that all rules have been suspended.

The shutdown in the US has been going on for four weeks, with no end in sight. The Trump administration began permanently eliminating public sector jobs. In the US, such measures are called "RIFs" ("reduction in force"). Congress is technically involved in such decisions. Unions filed a lawsuit.

North Korea says it has tested several low-flying cruise missiles. According to the state news agency KCNA, the missiles were successfully fired on Tuesday (local time) over the Yellow Sea, west of the Korean Peninsula. In the debate surrounding a possible third term for US President Donald Trump, his close ally Mike Johnson has ruled out a reelection bid. "I think the President understands the limitations of the Constitution," Johnson said, referring to the 22nd Amendment to the US Constitution. "I don't see any way to amend the Constitution here." The amendment, which came into force in 1951, states: "No person shall be elected to the office of President more than twice."
