Dijon. Laughing gas: possession and consumption of nitrous oxide banned again

Used in various professional sectors (human and veterinary medicine, food industry), the use of nitrous oxide has been diverted in recent years. Indeed, inhaling this gas causes euphoric and hilarious effects. This is not without risks for the health of consumers, with burns to the lips and throat, serious falls in the event of loss of consciousness, sensory distortions... And, in the longer term, irreversible effects on the nervous system, reproduction, development, and even immunity.
Faced with this public health issue, at the end of July 2024, First Deputy Mayor Nathalie Koenders issued a decree to ban the consumption of nitrous oxide . The issue is still relevant today: on April 25, she issued a similar decree , now as Mayor of Dijon. "The possession and use for hilarious purposes of nitrous oxide gas cartridges or other pressurized containers [containing them], by minors and adults, are prohibited in public spaces," states Article 1.
All parks, squares, and gardens are affected, as well as a large part of the city center and other areas. Violations of this order, in effect until October 12, will be "observed and prosecuted by any judicial police officer and law enforcement officer authorized to draw up reports, and will be liable to the fine provided for second - class offenses."
Nathalie Koenders also justifies this measure by the need to protect the environment, as discarded used cartridges constitute waste (which must be treated specifically). The elected official also relies on the fact that gatherings of people consuming nitrous oxide disturb local residents due to the disturbances to public peace they cause (particularly noise pollution).
