Milan's Fashion District Limited Traffic Zone (ZTL): Access rules for the area have been updated.

The rules for entering the ZTL (Limited Traffic Zone) in Milan's Fashion District have been updated. After analyzing traffic flows, the city administration has established the rules for access to the area, which will go into effect in September 2025 , when drivers entering without a permit will be automatically fined by cameras. An exemption from the access ban has been established for vehicles used for the transportation of goods and registered to companies engaged in construction, installation, and maintenance activities, as well as for waste collection, treatment, and disposal. The exemption also extends to vehicles belonging to waste collection workers at properties within the ZTL (Limited Traffic Zone) in the Fashion District. All permits are valid for the duration of the contract, but in any case, no longer than one year.
The ZTL will also be open to vehicles used by florists and businesses located within the Quadrilatero district for ceremonies and the transportation of food products to events outside the area. Vehicles used by businesses providing laundry services to facilities within the ZTL will also be permitted. In addition to the exemption for their own vehicle, each resident will be granted a daily access permit should they require an accompanying person. From 4:30 a.m. to 7:30 a.m., vehicles used for the delivery of fresh produce, leavened goods, milk, and dairy products to facilities within the ZTL will be allowed to enter the area. Construction, installation, and maintenance companies will also be allowed to enter the area from 4:00 p.m. to 6:00 p.m. Vehicles used for express courier services, including those used to deliver goods purchased online, will be allowed to enter. Vehicles used by law enforcement and their escort personnel are exempt from the access ban.

Compared to before the introduction of the ZTL, car traffic in the Fashion District has decreased by 13.38% , while taxi traffic has increased by 30.09%. Motorcycle traffic has also increased (+18.70%) and NCC (non-motorized vehicles) with up to nine seats (+19.95%). Furthermore, there has been a significant decline in traffic among categories that had requested changes to the regulations, such as artisans, maintenance and installation workers (-35.44%) and freight vehicles (-31%). The activation of the ZTL in the Quadrilatero has increased pedestrian traffic by approximately 12%, with over 115,000 people crossing the zone every day, especially between 11 am and 6 pm. "We listened carefully to the requests presented," explained Arianna Censi , Councilor for Mobility for the Municipality of Milan, "and by comparing them with the analysis of traffic flows, we worked on changes and additions to the traffic regulations to allow for the necessary activities in the area and those of economic activities."
