Pension Reform 2025 / INPS White Paper Coming Soon (Latest News, July 11)

While the government finalizes the budget law, which is expected to include pension reform measures, starting with the freeze on the three-month increase in pension eligibility based on life expectancy, which is expected to take effect in 2027, INPS is expected to publish its "Pensions White Paper 2030." As Il Sole 24 Ore reports, Valeria Vittimberga, Director General of the National Social Security Institute, announced the arrival of a document open to input from the social partners, with proposals and analyses on pension flexibility, active aging, and the protection of workers with temporary contracts, with the aim of also ensuring a balance between assistance, social security, and active labor market policies.

The 2030 Pension White Paper is expected to be presented between September and October, a period coinciding with the finalization of the budget. However, it's unlikely that its contents will be used for the measures the government will pass, unless parliamentary amendments incorporate some of the White Paper's proposals into the Budget Law (there is, in fact, until December 31st for approval by both Houses of Parliament). Therefore, all that remains is to wait. In the meantime, the Spi-CGIL union is reiterating some of its demands to the government: a full revaluation of pensions, an increase in the fourteenth month's salary and an expansion of the group of beneficiaries, and a tax reform that also protects pensioners.
