France and 14 other countries are calling on the rest of the world to recognize the State of Palestine . San Marino is among those 14 countries. At the United Nations conference in New York, Secretary of State for Foreign Affairs Luca Beccari endorsed the Joint Declaration proposed by France and supported by thirteen other foreign ministers of the participating countries. The document, called the New York Call , urges all countries to begin the process of recognizing the State of Palestine. The same Declaration, also signed by San Marino, "encourages those who have not yet done so to establish diplomatic relations with Israel and to initiate a dialogue to foster regional integration," the Foreign Office explained.
French Foreign Minister Jean-Noël Barrot, the author of the proposal, "expressed his appreciation for the commitment of Secretary of State Beccari, among the first to have strongly supported the contents of the New York Call. The document fully embodies the founding principles of the United Nations, always defended by San Marino, starting with the right to self-determination of peoples, the same right that made the creation of the State of Israel possible and which must also be recognized for the Palestinian people. Two peoples, two states, that can live side by side in peace, security, and mutual respect."
On the sidelines of the Conference, Beccari held meetings with several foreign ministers, during which he "explained San Marino's position and confirmed its willingness to implement the commitments made," in line with the agenda approved by the Great and General Council on May 15. During the bilateral meetings, Palestinian Prime Minister Mohammed Mustafa and Foreign Minister Aghabekian Varsen "expressed their deep gratitude to the Republic of San Marino for the clear and concrete support offered through the signing of the New York Call, as well as for the path already underway toward the recognition of the Palestinian state."
"This was a momentous opportunity for the international community," Secretary Beccari stated, "to initiate a robust dialogue within the United Nations and establish future steps to support the legitimate needs of the Palestinian people, which can no longer be postponed. I am proud to be among the signatories of a shared commitment that recognizes the urgency of ending an intolerable human tragedy."
