Scrapping old boilers: The Region launches a six-million-euro tender.

The Regional Council, acting on a proposal from Environment Councillor Gianpaolo Bottacin, has approved a new call for proposals for regional grants for the scrapping and simultaneous purchase of domestic wood biomass heating systems with a nominal power of less than 35 kW, or alternatively, new electric heat pumps, also with a maximum power of less than or equal to 35 kW.
"We are also committed to this initiative in 2025," Bottacin emphasizes, "aware that, in Veneto, the main source of primary PM10 pollution is precisely home heating, reaching percentages close to 70%. This call for proposals is attracting growing interest from citizens, so much so that requests were already very high in 2024. This is precisely why we have decided to provide an additional €2 million for the advancement of the previous ranking, in addition to starting with €4 million for the new call for proposals. A total of €6 million for a proposal whose primary objective is air pollution cleanup."
The call for proposals is part of the many proposals developed in over seventy measures implemented by the Veneto Region as part of its air plan and aims to incentivize the population to equip themselves with modern, less polluting systems. "This time too," adds Bottacin, "we focused closely on potential participants to ensure that those who truly need it most, given their financial resources, will benefit. For this reason, we have established that private individuals residing in the region with a family income of no more than €50,000 (ordinary ISEE 2025) may participate, and that this factor will be the primary factor in determining the ranking. Furthermore, we have decided to combine the regional contribution with the state contribution provided by the thermal account: "this will allow for an overall contribution of up to 100% of the eligible expenditure."
The incentive quota will also take into account the primary particulate matter emissions generated by the new plant, and an additional score will be awarded depending on the municipality in which the project is carried out, with a bonus coefficient for municipalities that have adopted ordinances to improve air quality between October 2024 and April 2025. Applications may be submitted between July 15 and October 15, 2025. Full details of the call for proposals can be found in the Official Journal of the Italian Republic (BUR), which will be published in the coming days.
