Tijuana, Baja California, April 30, 2025.—In an effort to strengthen the safety and confidence of visitors, both domestic and international, the Tijuana City Council inaugurated the "Safe Visitor" program on April 25, with the goal of promoting a culture of reporting and providing a safe and secure environment for those who choose Tijuana as a tourist destination.

This program is presented as a timely response to high-volume tourist events, such as the recently inaugurated Tianguis Turístico, strengthening preventive security for visitors.

The "Safe Visitor" program emerged as a cutting-edge strategy promoted by Mayor Ismael Burgueño of the 25th Tijuana City Council. The program aims to ensure that tourists receive fair and respectful treatment from public officials during their stay in the city. This is done to guarantee the safety and well-being of visitors, recognizing the importance of tourism to Tijuana's local economy, both nationally and internationally.

Legally and socially, it is supported by the municipal government's Code of Ethics and Public Service, as well as the right of citizens and visitors to receive quality public services and to report any irregularities.

Tijuana Mayor Ismael Burgueño emphasized the importance of this dynamic for the city, especially in the context of large-scale tourism events.

"This initiative is very timely ahead of the Tourist Market and will provide people with preventive security," the council member stated.

Burgueño Ruiz reaffirmed his commitment to positioning Tijuana as a safe and accessible tourist destination for all, emphasizing that visitor protection is a priority for his administration and that his government's vision recognizes the value of tourism.

For her part, the Ombudsman, Teresita Balderas, detailed the infrastructure and mechanisms implemented through the "Safe Visitor" program.

Thirteen service kiosks have been strategically installed in various branches and establishments in the Central Zone, facilitating access to complaints and reports.

Additionally, four specialized mobile units, staffed by properly identified personnel, have been deployed to conduct constant patrols in the city's tourist areas, providing immediate assistance and attention to visitors.

Of particular note is the implementation of QR code stickers in establishments in the Central Zone, linking directly to the Ombudsman's Office website for filing complaints in real time.

Balderas Beltrán stated that any act that violates the Code of Ethics and Public Service will be rigorously investigated by the Internal Affairs Directorate and sanctioned in accordance with the law, ranging from infractions to disqualification.

Finally, the "Safe Visitor" program has the potential to significantly strengthen tourism in Tijuana and help position it as a reliable and attractive tourist destination nationally and internationally by offering effective tools for the protection and care of visitors.

Tourist confidence in the safety and quality of services is essential for the sustained growth of the tourism sector, and this initiative represents a firm step toward consolidating Tijuana as a preferred destination in the competitive tourism market.
