The debate over airline charges for hand luggage continues in the European Union. This Tuesday, MEPs from the European Parliament's Transport and Tourism Committee (TRAN) approved a resolution ratifying the illegality of airlines charging passengers for carrying a cabin bag in addition to their personal item.

On the contrary, on June 6, EU transport ministers approved the proposed reform of Regulation 261/2004 on air passenger rights. Among other things, it approved the prohibition on passengers carrying hand luggage free of charge, a practice primarily practiced by low-cost airlines . These companies are exploiting a loophole in Regulation 1008/2008, as it does not stipulate the limits under which extra charges for cabin baggage may be imposed .

The measures proposed by the European Parliament

For now, MEPs from the Transport Committee will submit the resolution to the European Parliament plenary session , where it will be voted on in July 2025. It requires an absolute majority of at least 361 MEPs for approval. Subsequently, if it is approved, the European Parliament will have to negotiate with the European Commission and the Member States.

Specifically, the resolution provides that passengers may carry free of charge one personal item (such as a purse or backpack) measuring a maximum of 40 x 30 x 15 centimeters, as well as one small carry-on bag measuring a maximum of 100 cm and 7 kg .

Current measures in airlines
  • Ryanair : The baggage that can be taken without checking in includes a free small piece of luggage measuring 40 x 20 x 25 centimetres and, if we hire the Priority service or pay for a hand luggage (between €6 and €36 online, and between €20 and €60 at the airport), it must be 55 x 40 x 20 centimetres and up to 10 kg.
  • Iberia : We can carry free of charge one personal item measuring 40 x 30 x 15 centimeters and one cabin suitcase measuring 56 x 40 x 25 centimeters and up to 10 kg.
  • Vueling : You can always bring one small bag measuring 40 x 20 x 30 centimeters free of charge. Alternatively, if you purchase Fly or Fly Grande fares, or if you pay for a carry-on bag (€10 to €59 on the website and app, and €45 to €75 at the airport), the bag must be a maximum of 55 x 40 x 20 centimeters and weigh 10 kg.
  • Air Europa: The personal bag measures 40 x 30 x 15 centimeters, and the carry-on bag measures 55 x 35 x 25 centimeters or 115 linear centimeters and weighs up to 10 kg. Both are free.
  • EasyJet : One small piece of hand baggage is included free of charge, measuring up to 45 x 36 x 20 cm (including handles and wheels) and weighing up to 15 kg. Passengers can also upgrade to an Inclusive Plus fare, become an easyJet Plus member, or pay for a carry-on bag (from €7.99) to carry a larger piece measuring up to 56 x 45 x 25 cm and weighing 15 kg.
