A 500 PLN daily fine for late filing. Offices are overwhelmed with applications.

Local governments have until June 30, 2026, to adopt general plans. According to applicable regulations:
- after June 30, 2026, the condition studies will cease to be valid,
- The adoption of local spatial development plans and the issuing of decisions on development conditions will only be possible in municipalities that have introduced a binding general plan.
As a result, property owners are en masse submitting applications for planning permission in accordance with current regulations. This will allow them to easily build houses on their plots in the future.
Those who fail to submit their applications may encounter difficulties if the municipality's decision prevents construction on their plots.
Local governments were literally flooded with applications for development conditions.
In many municipalities, the increase in the number of applications for development conditions compared to previous years reaches 100 percent or even more, wrote prawo.pl.
Grzegorz Kmiecik, deputy head of the urban planning and spatial planning department at the Łask City Hall, informed the portal that local governments are trying to cope with the flood of applications by looking for additional staff or outsourcing the preparation of draft decisions to external companies.
Importantly, failure to meet the deadline for issuing development conditions may result in a fine of PLN 500 for each day of delay. However, this is conditional upon the applicant submitting an appropriate written statement.
