Parliament approved this Wednesday, in the specialty, changes to the current diploma that allows the reclassification of rustic land into urban land, for housing construction, with the majority of the modifications resulting from an understanding between PSD and PS.
As part of the parliamentary assessment of Decree-Law 117/2024 of 30 December, which amends the Legal Framework for Land Management Instruments (RJIGT), making construction on rural land more flexible, amendments from the PSD, PS, Livre and IL were approved by the Committee on Economy, Public Works and Housing, while proposals from Chega and BE were rejected. Among the main amendments approved is the replacement of the concept of "moderate value" housing - used by the Government - with "affordable rental" or "at controlled costs". The reinstatement of the territorial criterion of "contiguity with urban land", for the consolidation of existing urban areas, was also approved, as was the revocation of the possibility of building housing for the accommodation of agricultural workers outside existing urban areas. The Social Democrats included most of the Socialist demands in their proposal, namely regarding the need to demonstrate the impact of land reclassification on existing infrastructures, as well as the costs of reinforcing these infrastructures. The law came into force on 29 January, after the resolutions to terminate the validity of the legislation by the Left Bloc, the Portuguese Communist Party, the Free Party and the PAN were rejected, with votes against by the PSD, Chega, the CDS-PP, the IL and a non-registered member of parliament, the abstention of the majority of the PS bench and votes in favour by the proposers and four Socialist members of parliament. The abstention of the PS was ensured after the Government and the PSD accepted – in order to avoid revocation – the main changes imposed by the Socialists, which were submitted to the special committee along with others from Chega and the Social Democrats, to which those from the Left Bloc, the IL and the Free Party were also added.
