Mayor Sergei Nadsadin spoke about improvements in the 13th microdistrict of Yuzhno-Sakhalinsk.


Yuzhno-Sakhalinsk Mayor Sergei Nadsadin held a follow-up working meeting in a private sector residential area in the 13th microdistrict at the intersection of Gorky and Yesenin Streets. The decision to conduct the meeting was made after numerous inquiries were received at the municipal control center and through the mayor's personal social media accounts from residents regarding the ongoing problem of network replacement and roadway improvements.
The last working meeting on this site, near buildings 78v, 80g, 82g, and 82v on Gorky Street, took place in early summer. Work was then organized to replace dilapidated water mains and install gas distribution pipes. While the gasification work in the neighborhood was successfully completed, RVC Sakhalin did not fully fulfill its obligations.
The main reason for the delay in roadway improvements is the inability to connect all customers to the new water main. According to RVC Sakhalin, approximately 50% of homeowners have still not signed consent forms to connect to the new water main, citing inconvenience and disruption to the surrounding area. Because of this, the emergency lines remain underground, undergo constant repairs, and cannot be decommissioned. This, in turn, prevents the start of paving the roadway and causes inconvenience to pedestrians and drivers forced to travel on unpaved surfaces.
As reported to the mayor by specialists from the Department of Urban Development and RVC Sakhalin, meetings had previously been held with residents regarding the need to switch to the new water supply system. Some owners signed the necessary documents, while others did not.
"The current situation is the result of a collective failure. RVC Sakhalin failed to fully communicate with residents and fulfill its obligations regarding the switchover. The Department of Urban Development also paid scant attention. We need to negotiate and work with residents," noted Sergey Nadsadin. "I understand that connecting to the water main will cause inconvenience for residents, but we need to let the specialists finish their job. Therefore, I appeal to residents: if we don't take this step and obtain the consent of all property owners, then, unfortunately, the surface here will remain unpaved. We are prepared to discuss the issue individually with homeowners and do our best to overcome any inconveniences that may arise during the switchover process. Therefore, I have decided to schedule a meeting with residents in my work schedule so that we can jointly find a solution to the current situation and complete the improvement work."
A meeting with residents of the 13th microdistrict is scheduled for one of the coming weekends; residents will be informed of the date and time later.
