New duties for migrants announced

State duties for foreign citizens related to registration, migration records and work permits in Russia will be adjusted from September 1, 2025. RIA Novosti was informed of this by Yevgeny Masharov, a member of the commission of the Public Chamber of the Russian Federation for public examination of draft laws.

Thus, from September 1, new tariffs for state duties for legally significant actions in the sphere of foreigners' stay in the Russian Federation will come into force. Firstly, this is registration at the place of stay (except for participants in the experiment on additional registration mechanisms), it will cost 500 rubles. Currently, this service is not paid for.

An extension of the temporary stay will cost one thousand rubles (except in cases determined by the visa term).

The fee for extending a work permit is now set at 4,200 rubles. A similar amount is provided for issuing or reissuing a patent. The fee for duplicate permits to attract foreign workers or making changes to them will be 2,100 rubles. Registration at the place of residence will increase in price to 1 thousand rubles from the current 420 rubles.

As Masharov noted, these are additional fiscal revenues that will not affect legal labor migrants, but will restrain the illegal flow. According to him, people working in the legal field comply with the laws of the Russian Federation, so the increase in duties will not affect them. And those who work illegally will feel the consequences.

A member of the RF OP commission clarified that the changes were introduced by Federal Law No. 271-FZ of July 31, 2025, which amended Part Two of the Tax Code (Article 333.28). The law establishes new state duties for foreign citizens.

Earlier, the CEO of the legal consulting company Sinoruss, Surana Radnaeva, recalled that on January 25, innovations came into force in Russia that tighten the conditions for foreigners to obtain a temporary residence permit and a residence permit, which will help prevent fictitious marriages with migrants. She noted that amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" came into force, which are aimed at tightening the procedures for obtaining a temporary residence permit (TRP) and a residence permit (RP) in a simplified manner for certain categories of foreign citizens.
