The severance pay ceiling has been officially updated with the July 2025 increase. According to the circular published with the signature of Treasury and Finance Minister Mehmet Şimşek, the new severance pay ceiling, which concerns millions of people working in the public and private sectors, has become 53,919.68 TL. The 15.56% increase in the civil servant salary coefficient in July directly affected this update.

After the 16.67 percent inflation difference announced by TÜİK, the civil servant salary coefficient was rearranged. This coefficient is also used in determining many payment items, especially severance pay.

HOW MUCH IS THE SEVERANCE PAY CEILING?

The new severance pay ceiling determined as of July 2025 is as follows;

53,919.68 TL (gross)

This ceiling means that even if employees have higher salaries, compensation payments cannot exceed this upper limit. For example, an employee with a gross salary of 70,000 TL will be able to receive compensation of a maximum of 53,919 TL per year when they leave their job.

JULY 2025 CIVIL SERVANT SALARY COEFFICIENTS

The new coefficients were determined as follows:

Monthly Coefficient: 1.170211

Base Monthly Coefficient: 18.316014

Side Payment Coefficient: 0.371113

These coefficients directly affect calculations such as civil servant salaries and severance pay.

HOW IS SEVERANCE PAY CALCULATION DONE?

Severance pay is calculated by multiplying the employee's gross salary (including bonus, travel, and meals) by each full year spent at work. However, this calculation is made over the severance pay ceiling.

Example:

Gross salary: 70,000 TL

Working period: 10 years

Ceiling: 53,919 TL

Compensation to be received: 53,919 × 10 = 539,190 TL

Note: Stamp duty is deducted at the rate of 7.59 per thousand.

WHO CAN RECEIVE SEVERANCE PAY?

Those whose employment contracts have been terminated by the employer

Female employees due to marriage

Male employees are expelled due to military service.

Those who retire or leave their jobs for justified reasons

Those who have worked in the same workplace for at least 1 year
