Millions of civil servants and retired civil servants are eagerly waiting! The raise marathon has begun.

The countdown is beginning for the 2026-2027 collective bargaining agreement , a significant concern for civil servants and retirees. The first meeting regarding the negotiations was held yesterday at the Ministry of Labor and Social Security.
MINISTER IŞIKHAN'S COLLECTIVE BARGAINING MESSAGE
Minister of Labor and Social Security Vedat Işıkhan, regarding the collective bargaining process, said, "As in every period, we will have consulted on many issues concerning civil servants and retirees, within the scope of financial and social rights , through the social dialogue mechanism."
The eighth round of collective bargaining negotiations in the public sector has begun with the start of August. The Ministry of Labor and Social Security will host the meetings. The authorized union, Memur-Sen, will be present at the meeting. Representatives from Türkiye Kamu-Sen and the United Public Workers' Confederation will also represent civil servants and retirees.
CRITICAL DATE FOR PAY RISE NEGOTIATIONS!
Negotiations between unions and the public employer delegation must be completed by the end of the third week of August.
'FINANCIAL AND PERSONNEL RIGHTS OF PUBLIC OFFICIALS WILL BE DETERMINED'
Four separate raise rates will be determined between 2026 and 2027 in collective bargaining negotiations. The social rights of civil servants and retirees will also be reconsidered. What topics will be discussed in the negotiations? What are the demands of the civil servants? What will the government's proposal be? Social Security Consultant Emin Yılmaz, who assessed all the questions on the subject to milliyet.com.tr, made the following statement: “The 8th Term Collective Agreement negotiations for civil servants have begun. The negotiations, which will cover six-month periods for two years, concern the financial and personnel rights of millions of public servants and retirees.”
WHAT DO OFFICIALS DEMAND?
If we talk about the demands of the relevant unions, Memur-Sen and Kamu-Sen,
Memur-sen, 25% increase + 10% welfare share and 10,000 TL base monthly increase for the first term of 2026,
20% raise for the 2nd Term,
20% increase and 7,500 TL base monthly raise for the first term of 2027,
They are requesting a 15% increase for the 2nd Term.
Kamu-Sen, on the other hand, will receive a 30% increase + 10% welfare share for the first term of 2026.
20% for the 2nd Term,
20% increase + 10% welfare share for the first term of 2027,
They demand a 20% increase for the 2nd Term.
WHAT OTHER SOCIAL RIGHTS DO CIVIL SERVANTS DEMAND?
Some of the demands of Memur-Sen, consisting of 171 articles in the previous collective bargaining negotiations, are listed here as follows.
• We want the inflation difference to be paid starting from the month in which the periodic increase exceeds, with a 2 point increase.
• We want the collective agreement bonus to be paid as 2,925 TL per month.
• We want public officials to receive a monthly rental allowance of 17,600 TL.
• We demand the right to 3600 Additional Indicators for those who achieved the 1st Rank, as decided in the 7th Term.
• We want the spousal allowance to be increased to 11,710 TL, and the child allowance to be increased to 5,850 TL for each child up to 2 children, and to 8,780 TL for 3 or more children.
• We demand that a religious holiday bonus of 23,410 TL be paid to public officials and retirees on religious holidays.
• We want the income tax to be fixed at 15%.
• We want public officials to be given an additional degree.
• We want the disciplinary punishment amnesty, last issued in 2005, to be issued again under certain conditions.
• We want promotion and title change exams to be held at regular intervals.
• We demand that the birth benefit be paid as 11,710 TL, the marriage benefit as 55,600 TL, and the death benefit be paid as twice that amount.
• We want clothing aid to be given as 17,600 TL every year and food aid as 235 TL per day.
Some of the public sen demands are as follows:
• The additional payment of 8077 TL in 2023 will also be given to retired civil servants.
• Giving 3600 additional indicators to civil servants who have reached first degree
• 20 thousand TL rent assistance to all tenant civil servants
• 6 thousand lira metropolitan compensation for those working in the metropolitan municipality
• Employees' income tax rate fixed at 15%
•They have demands such as holiday bonuses twice a year.
WHAT WILL BE THE GOVERNMENT'S PROPOSAL?
I believe that the government will make some proposals, taking into account the Central Bank's inflation targets.
I believe that the proposals will be shaped by taking into account the 12% target for inflation in 2026, which is between 6% and 18%, and the 8% inflation target for 2027.”
