The eighth collective bargaining agreement negotiations concerning the financial and social rights of civil servants and retired civil servants failed to reach an agreement. Following the Public Employer Board's application to the Public Arbitration Board, the first meeting was held on August 23. The Board's work schedule, procedures, and principles were discussed and a decision was reached.
The Public Arbitration Board must determine the raise for public servants and retirees within five days. There will be no appeal against the board's announced decision. Its second meeting will be held on August 24th. The deadline is August 27th.

The first offer announced by Minister of Labor and Social Security Vedat Işıkhan was 10 percent for the first six months of 2026, 6 percent for the second six months, 4 percent for the first six months of 2027, and again 4 percent for the second six months. On August 15, Işıkhan included a 1,000 TL increase in the base salary of civil servants in the interim negotiations held in addition to the offers. The final offer included an 11 percent increase for the first six months of 2026, 7 percent for the second six months, 4 percent for the first six months of 2027, and again 4 percent for the second six months. The 1,000 TL increase was also included in the offer.
