An intelligence report derived from the testimony of a protected collaborator known as "Santo" targeted Fiscal Precinct 289 in Tampico, Tamaulipas, also known as "Terminal 11" or "Metal Pier." According to the statement, vessels carrying contraband fuel had reportedly arrived at this location.

According to information published by the newspaper Reforma, the witness stated that an Admiral from the Navy warned him not to get involved with the businessman who manages the facility, due to his ties.

“Do you remember the name of assignee 289?” an agent from the Secretariat of Security and Citizen Protection asked during an interview.

“I don’t remember, they only told me to be careful with them because they were working with people from organized crime. An Admiral from the port of Tampico, Tamaulipas, told me that the owner or transferee had ties and a very good friendship with Adán Augusto López Hernández. The Admiral also told me that he couldn’t speak because of the relationships and people they were,” “Santo” responded.

The name of former Tabasco governor and current senator Adán Augusto López Hernández thus came up in the investigation. The collaborator was directly questioned about whether he knew who he was.

"Do you know who Adán Augusto López Hernández is?" the official insisted. "Yes, I know he's a politician very close to former President Andrés Manuel López Obrador. I know he's currently a Senator," he replied.

The case brought before the Attorney General's Office details that the legal representative of the facility was identified as "Capiterucho," a figure who coordinated the arrival of ships with Asipona and who, according to testimony, was linked to "fiscal huachicol" operations.

"Whose legal representative was a certain 'Capiterucho,' who also coordinated the arrival of the ships in conjunction with Asipona, stating that the owner resides in Tabasco; Continuing with 'Capiterucho,' it is revealed that he is related to the issue of fiscal huachicol due to the functions he performs, so much so that he also went to the Plaza Laguna office to collect money, just like the witness 'Santo,' since 'Capiterucho' allowed ships to dock at fiscal precinct 289, where the hydrocarbon mixture was unloaded from the vessel OWL4," the report states.
