Truths and Rumors

The sub-agents disguised as calculators who saw the report of Regidor Mx. made by several civil associations of Torreón, realized that in the most expensive building in Torreón, apparently, the one who makes the purchases does not know how to look for offers and that of the wholesale price is not given to him because in the first quarter of the year they spent nothing more and nothing less than almost 11 million pesos in the purchase of 6,500 blankets but also for a single beneficiary named Sergio Daniel Madrid Salas, who is surely very cold. With their abacus in hand, the sub-agents who do not miss a single trick, sorry, no "area of opportunity" among those who are responsible for ensuring that public resources are well used, report to us that the cost of each of the tilma-type blankets was 1,630 pesos when their price in La Laguna ranges from 80 to 200 pesos wholesale, but since our sub-agents cannot settle for just a figure, they went to 'Mercado Libre' and saw a 'great deal' that perhaps the councilors did not notice, but the price for 10 blankets of acceptable quality of this type and double size with free shipping is around 1,323 pesos, that is, only 130 pesos each.

By the way, an unsolved mystery is where the blankets went? Clearly, this is an issue that the council members, who are supposed to represent the citizens on the City Council and therefore should oversee the management of resources, are also unconcerned about. For them, a million more, a million less, they continue to collect their 62,646 pesos without any shame, plus benefits, administrative work, and other support, all of which is just for happily showing up to warm the chair from time to time and raising their hands to approve the finances without complaint.

This Monday, August 4th, the Coahuila Congress will hold a solemn session where the new members of the State Judiciary will be sworn in. The event will be led by the retiring "Governor," Manolo Jiménez Salinas, representing the Executive Branch, and Luz Elena Morales, president of the Congressional Governing Board. Gone are the challenges raised both by the organization of the "slates," where virtually the same people were cast in different locations, and by the social media videos on how to vote, made by the newly elected magistrate, Miguel Mery Ayup. The new tribunal will be joined by Griselda Elizalde, Jesús Homero Flores, María Eugenia Galindo, Yazka Garza, Vladimir Kaicero, Isadora Rodríguez, Adriana Serna, and Valeriano Valdés. Our sub-agents suggest that if any name sounds familiar, it's because most are or were state officials. Welcome to the "new" State Judiciary.

It's always been said that the people are "bread and circuses," and it seems that the local PRI representative, Felipe González, has taken the circus thing to heart, taking advantage of the gossipy social media platforms that keep the younger generations mesmerized. The legislator first started dancing along with a social media trend that, as Generation Z says, gave us cringe, emulating the steps of the dancing "ex-governor," Humberto Moreira. Recently, he didn't miss the opportunity to make a video recounting all the events of Héctor Estrada, Director of Social Development, specifying that "he's not lazy at all." The question that keeps the sub-agents awake at night is: Is this what legislative work consists of now? Our bitter sub-agents propose to the local representative that legislative work be done: proposals, points of agreement, or legislative initiatives to benefit the people of Torreón that attract attention, and that frivolity takes a backseat.

The one who took a deep breath besides President Claudia Sheinbaum was the "Governor" who has stepped forward, after the 90 days Donald Trump gave him to stop the destructive tariffs he had planned for August 1st. And although he was smiling and visiting local tourist sites, Manolo Jiménez had to be worried, since Coahuila is home to one of the largest automotive clusters, and although it remains solid and evolving, the latent threat posed by the US president continues to be worrying. On the other hand, the "famous" screwworm, which has already been used as an excuse to close borders to live cattle and generate losses for the livestock sector, is another matter that is ant-colored: the white elephant that Altos Hornos de México has become, where, no matter how many alternatives are sought, some irregularities always emerge. Our sub-agents have no doubt that the Governor's main strength is his current public safety plan and coordination, so we mustn't lose pace with either regulations or coordination with the federal government, which is so far from García Harfuch and so close to Durango.

Our sub-agents, already totally disappointed with the performance of "Pablito" Fernández, head of Inspection and Verification of Torreón, report to us that since he is very ingenious, this official has already found another 'modus operandi' to issue fines of those that are issued but for which the "official" report does not correspond. If you are a restaurateur, be ready so that the inspectors don't catch you off guard, because they arrive and, at any pretext, send you to pay a fine to the Comptroller's Office, directly to the Administrator, Alain Rangel Zamora, who has instructions to 'cramp you' with a fine of up to 40 thousand pesos. Then the same administrator lowers the amount and offers another alternative, according to this, as to help the citizen. This sum ranges from seven to eight thousand pesos, but oh surprise! Without giving you your corresponding payment receipt. To avoid suspicion, sometimes a fine of about 1,000 pesos is reported, and the rest (the other 7,000 pesos, depending on the "client") is split, they say, between "Pablito" and Alain. What's up? They've got the hang of it. Our sub-agents say that if you don't understand the reason why money isn't coming into the municipal coffers through this department, you might as well review the reports because you'd be in for a big surprise if you asked if the fine indicated corresponds to those who were warned.

In Allende el Nazas, last Thursday, the Durango State Electoral Tribunal (TEED) ruled that the request for a new vote count and recount for the Lerdo City Council election was "inappropriate." This reaffirmed Susy Torrecillas' victory at the polls. The Tribunal argued that the recount requested by Morena in defense of its candidate, Flora Leal, had been carried out at the time. Leal, however, will likely not be satisfied with this ruling and is already preparing for the challenge, which the TEED ruled "inappropriate," to be submitted to a federal court for review, given the large difference in votes between the first and second place candidates. Susy Torrecillas, of the "Unity and Greatness" alliance made up of the PRI and PAN, won the Lerdo Presidency with 43,098 votes. a difference of 20,741 votes with respect to Flora, who obtained 22,357 votes. Come on, neither in Gómez Palacio, MC nor the common PRI-PAN alliance made it so much of a story, and that's despite the fact that in those parts Doña Betzabé Martínez, of the 4T (Morena-PT-PVEM), won the Municipal Presidency with fewer votes than Torrecillas (39,525 votes), while Omar Castañeda, of Movimiento Ciudadano, obtained 28,293 votes, placing him in second place, leaving the Unity and Grandeur (PRI-PAN) candidate, Raúl Meraz, in third place, who obtained 25,080 votes. That is to say, together, between the political forces in second and third place in Gómez Palacio, they would have obtained a difference of 13,848 votes over Morena, but neither of them seemed to think it was an attractive idea to decline in favor of the other, so they will have to watch from the sidelines. Of course, the one who has already started making noise is Omar, who hopes that Mrs. Betzabé will turn a deaf ear to his proposal for a Citizen Comptroller's Office that would be elected through an open call, while regarding Meraz, who reportedly would be invited again by the "Governor" who is not bad at singing rancheras to occupy the Undersecretary of Government in La Laguna, nothing has been officially heard yet.

And right in the midst of the local municipal elections, the TEED received 38 notices of appeals related to the elections of 23 of Durango's 39 municipal governments. However, it apparently applied the same standard and found most of the cases "inadmissible." One of them was the request for a recount filed by Morena in electoral trial 37/2025, regarding the election of Nazas, Durango. The PRI challenged the validity of the Mezquital election, as well as the issuance and delivery of the respective certificates. The Tricolor party stated undue interference by federal and state actors, as well as the breaking of the chain of custody for 22 electoral packets. However, none of this interested the TEED much, and it concluded that the grievances were "inoperative" because they were not accompanied by sufficient evidence. In Nombre de Dios, Morena also challenged the results of the municipal count, but the Tribunal again upheld the results. In Pánuco de Coronado, Morena challenged the results of the municipal count, and although the case was found to be well-founded, the grievance regarding the receipt of votes was successfully annulled, and this did not affect the final election result. In Peñón Blanco, the PAN challenged the municipal election, stating that the Labor Party's vote should not have been considered in the allocation of council seats since no candidates were registered in its favor in the coalition agreement in which it participated. However, the Court ruled that, since it had reached 3% of the vote, they should be counted in the corresponding allocation. In short, for the TEED, the election is over. Thank you all for participating, but whoever won won, and whoever lost "is just sleepy."
