State professions affected by the revolution the Government is preparing for the competitive examinations

The government aims to launch a new public personnel selection model so that candidates for higher-level civil servants must complete two years of training and pass an exam to apply for the position. The reform would affect groups A1 and A2 civil servants , who require a university degree as a minimum requirement, as established in the Basic Statute of Public Employees . The differentiation between each subgroup depends on the level of responsibility of the duties to be performed and the characteristics of the entrance exams.
Class A1 civil servants earn the highest salaries, ranging from €30,000 to €50,000 per year. Who falls into this category? According to this year's Public Employment Offer (OPE), these would include state attorneys, aspiring diplomats, medical doctors, engineers, and tax inspectors.
In the case of subgroup A2 (which can reach a maximum of 40,000) , this year's OPE (link here) includes Treasury technicians, technical engineers, labor sub-inspectors, among others.
The proposal launched today by the Minister for Digital Transformation and Public Service, Óscar López, exclusively affects the bodies of the General State Administration. The examination processes for Notaries, Property Registrars, or Judges and Prosecutors would not be altered, according to sources from the same department confirmed to this newspaper, despite belonging to the affected categories.
For now, the new selection model is in its infancy, and there are no specific details about when it will come into effect or what these courses will be like. According to the plan announced today, the traditional competitive examinations for each branch and level will be maintained, and there will be a system of scholarships and study grants for lower-income households. The idea is that once they have passed this phase, applicants for a civil service position will complete a postgraduate degree at the institutes and schools of the State administration and then take a final exam.
Candidates who do not obtain career civil service status but have successfully completed the training process may obtain an official postgraduate degree.
