The Government proposes Tarragona to host a European AI gigafactory with an investment of up to 5 billion euros.

Spain will compete for one of the four artificial intelligence (AI) gigafactories that the European Union wants to launch on the continent with the aim of gaining strategic autonomy from the US and China. The Spanish bid, promoted by the government and a public-private consortium led by Telefónica, proposes locating the infrastructure in Móra d'Ebre (Tarragona) with an investment of nearly €5 billion.

The proposal is being coordinated directly by the Moncloa government, through the Economic Office of the President, together with the Ministry of Digital Transformation and Civil Service, and in close collaboration with the Generalitat of Catalonia, where the new data center could be located.

Among the confirmed members of the consortium are, in addition to Telefónica, MasOrange, ACS, Nvidia, Submer, Multiverse Computing, and the Spanish Society for Technological Transformation (SETT), known as Sepi Digital.

Likewise, according to the Government, negotiations are underway to recruit a major international investment partner. If the bid is successful, the project will receive a significant public subsidy from the European Commission through the InvestAI program.

The initiative is part of Commission President Ursula von der Leyen's announcement at the Paris AI Summit last January to create the InvestAI initiative, aiming to mobilize €20 billion to boost this technology. Subsequently, in April 2025, the Commission launched a call for proposals to create four AI gigafactories in different Member States. These centers are intended to strengthen European digital sovereignty.
