Arezzo leads the way in Europe: OpenCom participates in the €3 million Horizon Talent Pass project for the circular economy.

Arezzo, July 12, 2025 – Arezzo is a leading player in Europe: OpenCom participates in the three-million-dollar Horizon Talent Pass project for the circular economy.

The Arezzo-based center is among the 10 partners of the Horizon Europe project, which aims to develop talent mobility and knowledge transfer in the sustainability sector. OpenCom, the Arezzo-based center specializing in exploring new skills and designing innovative curricula, has been selected as a partner in the European Talent Pass project, a €3 million initiative funded by the Horizon Europe program to enhance talent mobility in the circular economy. The project involves 10 institutions from 7 European countries and will last 48 months, from June 2025 to May 2029.

The Petru Poni Institute of Macromolecular Chemistry in Iasi, Romania, is coordinating the project, while the consortium includes partners from Romania, Slovenia, Portugal, Spain, Italy, the United Kingdom, and Turkey. The primary objective is to create a more integrated innovation ecosystem, focusing on "widening countries"—European countries with lower research and development capabilities—to bridge the gap between academic research and industrial application. "Participation in Talent Pass represents a strategic opportunity to provide the European consortium with our experience in analyzing training needs and developing innovative learning paths," said OpenCom General Manager Fabio Frangipani. "Our contribution will focus on designing specialized curricula for the circular economy and transferring advanced pedagogical methodologies."

The relevance of this initiative extends far beyond academic research. At a time when Europe is facing epochal challenges—from the energy transition to global technological competition, from the need to reduce dependence on raw materials to the urgent need to create sustainable economic models—projects like Talent Pass represent strategic investments in human capital. The ability to retain and develop European talent, particularly in countries with economies in transition, is crucial to maintaining the continent's competitiveness and achieving the objectives of the European Green Deal.

The project is divided into four areas of intervention: specialized training, secondment programs (temporary secondments), management, and communication. Special attention will be paid to retraining research staff in areas such as sustainable project management, technology transfer, intellectual property rights, and entrepreneurship. Specific objectives include combating brain drain by increasing career opportunities for researchers in their countries of origin.

The consortium brings together leading institutions such as the National Research Institute for Industrial Ecology in Bucharest, the Chemical Institute of Ljubljana, the Association of Higher Technical Institutes of Lisbon, Unismart in Padua, Crowdhelix Limited in London, as well as industrial partners such as Farplas (Turkey) and Chimcomplex (Romania). This geographic and sectoral diversity ensures a multidisciplinary approach that combines different levels of expertise.

Talent Pass aligns with the EU Circular Economy Action Plan and the European Research Area Policy Agenda 2022-2024, aiming to develop a critical mass of skilled researchers with the knowledge needed to drive innovation in the sector. The expected impacts range from strengthening the European research community to increasing scientific competitiveness, from creating sustainable jobs to reducing pressure on natural resources. OpenCom's participation in this European project confirms the Arezzo-based center's role in educational innovation and vocational training, positioning it as a point of reference for the development of emerging skills in the transition to a more sustainable economy.
