The Budget, Finance and Public Administration Committee (COFAP) recognized Álvaro Santos Pereira's competence for the position of Governor of the Bank of Portugal (BdP), according to a document to which JE had access.
“From the responses given to the questions raised and the analysis and scrutiny of his biographical note, COFAP recognizes the competence and technical experience of Doctor Álvaro Miguel Rodrigues dos Santos Pereira for the position of Governor of the Bank of Portugal,” the document reads.
The hearing and preparation of a descriptive report is a mere formality in the governor's appointment process, as it is not binding. Furthermore, the Organic Law of the BdP stipulates that "the appointment of the governor is made by resolution of the Council of Ministers, upon proposal by the Minister of Finance and after a hearing by the competent committee of the Assembly of the Republic, which must prepare the corresponding descriptive report."
The report, prepared by Chega MP Eduardo Teixeira, describes the hearing, with the transcript of the interventions taking up a large part of the document that will now be sent to the Government so that it can approve the appointment in the Council of Ministers.
Deputy Eduardo Teixeira issued a “positive opinion on the appointment of Doctor Álvaro Miguel Rodrigues dos Santos Pereira to the position of Governor of the Bank of Portugal, subject to the Government not appointing any other Directors exceeding the current composition of the Board of Directors”.
Álvaro Santos Pereira was heard on September 17 at COFAP, where he revealed that as Governor “I will promote the opening of the central bank to society and ensure the means for it to reciprocate and fulfill the public service functions assigned to it.”
“It will be a more open and more transparent Bank of Portugal in various parts of the country,” he said at the hearing.
The new Governor of the BdP will be present at COFAP this Thursday, where the report of his hearing will be debated and voted on.
