Katyrin: Amendments to the law on forensic activities require adjustments

The proposed amendments provide, in particular, for the creation of a state register of forensic organizations and private forensic experts, the establishment of requirements for the founders and managers of a non-governmental forensic organization, the establishment of a procedure for checking the compliance of private forensic experts with professional requirements, the conduct of expert qualification certification and other innovations. The head of the chamber, Sergei Katyrin, told Novye Izvestia about this.
“The presented draft amendments are extremely sensitive for the system of chambers of commerce and industry, whose area of activity, in accordance with current legislation, includes conducting various types of examinations, including judicial ones,” Katyrin noted.
According to him, the draft amendments do not include uniform general principles of forensic activity, rules for regulating it, the procedure and conditions for admission to the activity of a forensic expert, the procedure for exercising control (supervision) over forensic activity, grounds and criteria for termination of forensic activity.
There are also “a number of other significant shortcomings that require further study,” he said.
“The Chamber sent a corresponding letter to the Russian government with a proposal to further develop the amendments,” Katyrin added.
