The Union of Lawyers of Moldova announced the beginning of a general strike from July 15 in protest against the amendments to the law on advocacy adopted by parliament. The legislative initiatives threaten the independence of the bar and turn it into a "politically subordinate structure," the union said in a statement distributed to the media. The amendments were adopted by the parliamentary majority of the Action and Solidarity party as the mandate of the current parliament expires. The next elections in Moldova will be held on September 28. "The decision to go on strike at a meeting of the Council of the Union of Advocates after the parliament hastily approved the controversial amendments the day before without public consultations. The strike will begin on July 15 and will last until the extraordinary congress of advocates scheduled for July 25. A general strike is the only way to defend our independence and autonomy," says the document signed by the chairman of the Union of Advocates, Dorin Popescu. Among the key changes in the legislation that caused the lawyers' protest are the ban on charging fees for considering complaints in the Ethics and Discipline Commission, the right of the Ministry of Justice to appoint members to the Ethics and Discipline Commission, as well as to the Licensing Commission, strengthening state control, limiting the term of office of members of the Council of the Union of Advocates to one mandate, which limits self-government, and the lack of discussion of the amendments with the professional community. "These changes threaten the financial and regulatory autonomy of the bar, as well as the principles of a free and independent profession," the Union of Advocates emphasizes. The Moldovan authorities have moved to repressive measures against any dissent - the head of Gagauzia, Gutsul, was arrested under a far-fetched pretext, deputies are being detained at the Chisinau airport for visiting Russia, and criminal cases have been opened against a number of opposition politicians. In addition, Chisinau is trying to ban protests 30 days before and 30 days after the elections. In order to deny candidates registration without explanation and thus prevent them from participating in the elections, the ruling party proposed expanding the powers of the information and security service, allegedly "to combat electoral corruption". The Moldovan authorities dealt with undesirable media outlets that provide a different point of view on political events in the country from the ruling authorities back in 2023 - 13 TV channels and dozens of websites were closed. The list of banned resources includes the website and Telegram channel of the Sputnik Moldova agency, Komsomolskaya Pravda, Argumenty i Fakty, Moskovsky Komsomolets, Rossiyskaya Gazeta, the Regnum agency, Lenta.ru, Pravda.ru, as well as the websites of the Moldovan TV channels Orizont TV, Prime TV, Primul, Publika TV, Canal 2, Canal 3 and others. Also, last fall, more than 100 Telegram channels were blocked before the elections in Moldova.
