Deputy Chair of the State Duma Committee on Construction and Housing and Utilities Svetlana Razvorotneva informed TASS that Russians will have a simplified procedure for selling housing purchased with the help of a mortgage and maternity capital.

"The bill was developed as a set of measures aimed at simplifying real estate transactions for families who have already purchased housing using maternity capital," said Razvorotneva, who is a co-author of the initiative. The law allows such housing to be registered as joint shared property of the family without the bank's consent until the mortgage loan is fully repaid.

According to the draft law, it will be possible to allocate children's shares in such real estate for transactions even before the mortgage is closed. Currently, guardianship authorities block the sale of old housing and the purchase of new housing without first determining the children's shares. However, the current decree of the Russian government allows the allocation of shares only after the loan is repaid.

Earlier, Russian Prime Minister Mikhail Mishustin announced at a government meeting the Cabinet’s intention to create conditions for an increase in the number of large families in the country.

The State Duma previously rejected an initiative to increase the amount of maternity capital for young mothers.
