Andrey Sarana graduated with honors from the Kiev Suvorov Military School in 1990, and in 1996 he completed his studies at the faculty of training doctors for the Ground and Missile Forces of the Kirov Military Medical Academy (VMA). A year later, he completed an internship at the medical academy in the specialty "therapy". From 1997 to 1998, he served as a platoon commander of a medical company of the Airborne Division. Since 2006, he worked as the head of the rehabilitation treatment department at City Hospital No. 40 in St. Petersburg, from 2011 to 2019 he was deputy chief physician for rehabilitation at this medical institution. In 2019, he became the first deputy chairman of the Health Committee of St. Petersburg.

From 1998 to 2006, he was a lecturer at the Military Medical Academy, then until 2011, he held a 0.25 position as an associate professor at the Department of Fundamentals of Medical and Specialized Knowledge of the Faculty of Medicine at St. Petersburg State University. In June 2025, Andrei Sarana became acting chairman of the St. Petersburg Health Committee. He replaced Yuri Shishkin, who had held the post since November 2024. Shishkin's resignation was due to a promotion - he was appointed adviser to the governor of St. Petersburg.
Dmitry Lisovets graduated with honors from the Kirov Military Medical Academy in 1996, specializing in general medicine, and then spent a year doing an internship in therapy. In 2003, he completed his postgraduate studies at the academy. He is a lieutenant colonel in the reserve medical service and a candidate of medical sciences. From 1997 to 2000, he served in the North Caucasus Military District. From 2005 to 2006, he taught at the Department of Military Field Therapy at the Military Medical Academy, and then moved to the position of deputy chief physician at City Hospital No. 40 in the Kurortny District of St. Petersburg.
In January 2019, Lisovets became the Chairman of the Healthcare Committee of St. Petersburg. In November 2024, he left the post - then he was replaced by Yuri Shishkin, and Lisovets moved to the position of Advisor to the Governor of St. Petersburg, and was also Deputy Director of the TFOMS. In early June 2025, it became known that Lisovets was appointed Acting Head of the TFOMS. He replaced Olga Gorokhova, who had been Acting Head since February 13, 2025.
