Retirement conditions are changing: New doors have opened in the healthcare sector

Healthcare services in Türkiye have undergone significant changes following the Social Security Reform. Since 2015, doctors' status, working conditions, and retirement conditions have undergone a significant transformation. Social Security Institution (SGK) expert İsa Karakaş discussed the impact of these changes on doctors in a column in Türkiye Newspaper.
OLD REGULATIONSThe old Social Security Law clearly defined labor relations. However, with the implementation of Social Security Law No. 5510, a complex structure emerged in the healthcare sector.
The 2015 regulations aimed to change doctors' employment status, making them owners or independent "patrons" of healthcare institutions. These changes have led to a series of abuses for healthcare institutions and doctors.
Confusion surrounding SGK (Social Security Institution) audits has been exacerbated by the lack of clarity surrounding doctors' employment status. The ambiguities surrounding Law No. 5510 have led to various abuses in healthcare. However, the Ministry of Health has taken a significant step to resolve this confusion by implementing the "Health Omnibus Law."
WHAT DOES THE FUTURE BRING WITH THE NEW REGULATION?The new regulation prevents doctors from transferring to Bağ-Kur (Social Security Institution) and allows them to retire under SSK (4/1-a) status with more attractive terms. Doctors who have been unable to pay premiums for 9,000 days will now have the opportunity to retire early under this regulation.
EXTRA RIGHTS GIVEN TO DOCTORSAdditionally, employee rights such as annual leave and severance pay are being revised for doctors working in the healthcare sector. These regulations will improve doctors' working conditions and enhance the quality of healthcare services.
İsa Karakaş emphasizes that this new regulation will solve existing problems in the healthcare sector and improve the quality of healthcare services by better protecting the rights of doctors.
