Forio, a single bid for the waste separation network project


The Municipality of Forio is preparing to award the tender for the project to improve the waste separation network, which will involve the two collection centers in Zaro and Casale. The bidding process will be relatively simple and quick, as only one bid has been received. The project is funded by the Ministry for Ecological Transition with nearly one million euros of NRRP resources.

The purpose of expanding and improving the efficiency of the collection system is to increase the percentage of waste separated. In 2021, the Ministry initiated funding procedures for urban waste management projects, specifically in the municipality of Torrione, for projects under Line A, "Improvement and mechanization of the urban waste separated collection network." A call for proposals was then published aimed at "optimizing the separate collection of waste at municipal collection centers through the installation of smart structures throughout the municipality and the provision of dedicated software."
In February 2022, the Foriana council approved the final project drafted by engineer Mauro Pizzuti Miragliuolo, entitled "Strengthening the municipality's separate waste collection network through process, technological, and digital innovations," formalizing the candidacy. Subsequent "adjustments" saw the appointment of architect Federica Verde as project manager, replacing Dr. Enzo Rando.
Meanwhile, the geological report and the penetrometer and MASW survey were entrusted. These activities were preparatory to the design phase, providing crucial information on the soil characteristics, essential for the design and execution of the works.
The project progressed according to the strict timeline imposed by the National Recovery and Resilience Plan (NRRP), and the executive project, also drafted by Engineer Pizzuti Miragliuolo, was approved by the City Council for technical and financial reasons in early May. The total cost is €994,833.44, of which €716,655 is for the works. The RUP immediately began calling for tenders, to be conducted through an open procedure with a quality/price criterion on the Municipality's TuttoGare online platform.
The starting bid is €701,869.08. However, by the deadline of July 4th, only one bid was received. This circumstance is hoped will not jeopardize the project's completion, should there be any impediments to the admission of the sole bidder. Architect Verde has currently appointed the tender committee and commission, composed as follows: the president is Dr. Francesco Schiano di Coscia, head of Sector II; the commissioners are Architect Federica Verde, head of Sector VIII, and Engineer Luca De Girolamo, head of Sector I.
The appointment was then officially endorsed by Dr. Schiano di Coscia himself in his capacity as head of the NU Service.
