He doesn't pay the concession. Seals at the Calypso Beach Club.

The intervention of the local police at Bagno Calypso
The Calypso beach club in Lido degli Estensi has allegedly failed to pay its state concession since 2009, prompting law enforcement to seize it. The operation was carried out yesterday, much to the dismay of tourists caught in the act, as bulldozers began operations with the support of local police, the harbor master's office, the Guardia di Finanza, the Carabinieri, and Comacchio municipal staff. It was a massive deployment of forces, complete with tape and seals. The accumulated sum from unpaid fees is believed to be over €200,000, but these are only estimates that will need to be confirmed by law enforcement. The beach club had been rented out in recent years. The manager stated: "I knew the state property would come sooner or later. I still had a year left on my lease. That's why I filed a complaint against the owner. Last year, there was already a seizure of personal property." The municipal administration, in a statement, explains the seizure: "We hereby inform you that the Municipality of Comacchio, through the State Property Office, has recently revoked the state concession no. 15 of 2009, following the seizure of the Lido Estensi beach resort, an operation conducted jointly by the Garibaldi Harbour Master's Office, the local police, the Rimini Air and Naval Finance Police, and the Carabinieri of the Lido Estensi station. This is in accordance with the provisions of executive order no. 192 of May 8, 2025, and following the outcome of the TAR ruling of July 10, which rejected the request for a precautionary measure filed by the holders of the state concession in question."
