MILAN – A new amnesty is coming for VAT payers. As anticipated by Repubblica , the majority has included in the tax decree just approved by the Chamber of Deputies committee a substantial tax discount for VAT payers who wish to settle old debts with the tax authorities and who have chosen to join the concordat.
How will it work?The measure is included in an amendment signed by Osnato, introducing a new special repentance procedure for VAT payers participating in the 2025-2026 two-year preventive settlement agreement. Those who join the Revenue Agency's proposal for the first time will be able to repay the 2019-2023 tax years. Those who already joined last year will be able to reinstate the repentance procedure for 2023.
Various amounts based on reliabilityThe amounts payable under the preferential tax regime vary depending on each taxpayer's tax return, known as ISA. This applies to both the taxable base and the substitute tax. For personal income tax (IRPEF) those with a score of 8 or higher will have to pay 10% of their undeclared income. Those with a score of 6 to 8 will pay 12%, and those with a score of 6 or lower will pay 15%. The IRAP (regional business tax) rate, on the other hand, is the same for everyone at 3.9%. For 2020 and 2021, the Covid-19 years, an additional 30% discount is available. In any case, the total tax payable cannot be less than €1,000. Payment can be made in a single payment between January 1st and March 15th, 2026, or in up to 10 monthly installments with interest.
