MHIF: Over 52 million free preventive examinations conducted in five months

Ilya Balanin emphasized that the volume of medical examinations of citizens in 2025 exceeds last year's figures by 18%. Medical observation has been completed at 42% of the planned volumes for the current year, with 15.5 million visits conducted, including more than eight million visits for cardiovascular diseases, 2.2 million for diabetes, and 3.1 million for oncological diseases.
"This year, funding for the state guarantees program from the Federal Compulsory Medical Insurance Fund budget has been significantly increased, especially in terms of financial support. More than 3.6 trillion rubles have been allocated for the implementation of territorial programs, which is more than 16% higher than the 2024 level. This creates a solid financial basis for expanding the volume of medical care in all areas," Balanin noted.
Particular attention within the framework of the state guarantees program is paid to the reproductive health of women insured in the compulsory medical insurance system. In the first five months, about six million examinations have already been conducted, 39 thousand in vitro fertilization procedures have been performed.
Oncological care within the framework of territorial programs was provided in day hospital conditions in 910 thousand cases, which is 10.1% more than last year, and in 24-hour hospital conditions - 616 thousand hospitalizations, which is 3.3% more than in 2024.
This year, for the first time, the state guarantees program established standards for the volume of medical care for certain types of operations in the field of cardiovascular surgery, which significantly increases the availability of such operations.
"We are seeing that a significant increase in the volume of medical care in the outpatient and polyclinic sector is helping to reduce the number of emergency calls. For example, the number of ambulance calls has decreased by 4.4% compared to the same period last year," Ilya Balanin concluded.

The state program of guarantees for free medical care for citizens for 2025 and the planning period 2026–2027, approved by the RF Government Resolution of December 27, 2024, was developed based on the target indicators of the National Project “Long and Active Life”.
Funding for basic and territorial compulsory medical insurance (CMI) programs has demonstrated unprecedented growth over the past five years, reaching 3.6 trillion rubles for territorial CMI programs (which is 16.7% more than in 2024). This made it possible to provide for increased funding in the program for all types of medical care provided to the population free of charge, including preventive examinations, medical rehabilitation and inpatient treatment.
Within the framework of the program, standards for the number of medical services for certain types of operations in the field of "Cardiovascular Surgery" were introduced for the first time:
Stenting for myocardial infarction: 102,403 hospitalizations were performed in the first five months (32.7% of the total).
Rate-adaptive pacemaker implantation in adults: 20,376 hospitalizations (32.9%) were performed during the same period.
Endovascular destruction of accessory conduction pathways and arrhythmogenic areas of the heart: 6991 hospitalizations (25.6%) were performed over five months.
Stenting or endarterectomy: 15,896 hospitalizations (24.6%) were recorded.
In the direction of "Medical rehabilitation", insured citizens receive medical care both on an outpatient basis and in day and round-the-clock hospitals.
The program also provides for a new type of medical care, “School for patients with chronic diseases,” which includes diabetes schools.
