CONSTRUCTION WORK WILL BE TENDERED IN EXCHANGE FOR FLAT
From Göle Municipality:
1 - SUBJECT OF TENDER: The construction work in return for flats (residence construction work) on the immovable property numbered 116, parcel 11, Salimbey Neighborhood, Göle District, Ardahan Province, whose ownership belongs to Göle Municipality, will be tendered by closed bidding method in accordance with article 35/a of the State Tender Law numbered 2886, by increasing the determined reserve price in addition to the independent sections to be left to the Municipality.
2 - DATE, TIME AND WHERE WILL THE TENDER BE HELD: The tender will be held on 08/09/2025, at 10:30, at the Municipality Hall at Kubilaybey Mahallesi Oltu Cad. 152 Block 1 Parcel.
3 - PLACE TO OBTAIN THE TENDER FILE: The tender file can be obtained from the Directorate of Technical Affairs, located at the Municipality service building at Kubilaybey Neighborhood, Oltu Street, Block 152, Parcel 1, by paying 100,000.00 (One Hundred Thousand) TL. (The tender file will be given to the bidder or the bidder's representatives.)
4 - DURATION, QUALITY, TYPE AND QUANTITY OF WORK: The duration of the work is 365 calendar days (excluding the period when the weather is not working at the technical point - October 1 - April 20) from the delivery of the site. A residence will be constructed in return for flats on the immovable property numbered 116, parcel numbered 11, in the Salimbey neighborhood, Göle district, Ardahan province. According to the zoning status, land area and comparable values, a Layout Plan has been created as a Basement + Ground + 5 floors, with a total of 5 2+1, 10 3+1 apartments, 5 1+1 and 872.56 (including basement floors) m2 commercial space. 2 3+1, 1 1+1 apartments and 254 (including basement floors) m2 commercial section (Independent section numbers 21,2,3,4) specified in the Layout Plan will be constructed by leaving it to the administration. The tender will then be awarded to the bidder offering the highest amount of cash (Turkish Lira). The resulting tender price will be paid in cash within the periods specified in Law No. 2886, following approval by the Disbursing Authority. The Contractor may make changes to the apartment sizes in the residences falling under its share (after consultation with the administration). With the approval of the administration, the site plan may be amended after consultation with the administration and with the approval of the administration, in case of any changes to the floor area resulting from changes to the zoning plan during project implementation and during the contract period. The implementation plans will be submitted by the administration. The number of independent units and the net areas allocated to the municipality cannot be reduced by these changes. In the event of an increase in the floor area, the municipality will receive a share based on the proportion of the independent units purchased and the tender price. All taxes, duties, and fees arising from the tender will be the responsibility of the contractor. The Contractor will use first-class materials in accordance with the technical specifications in the independent units and landscaping works belonging to the administration and is free to use any type, quantity, and quality of material in its share of the residences. (such as sanitary ware, plumbing, electricity, flooring, etc.)
5 - ESTIMATED AMOUNT, PROVISIONAL GUARANTEE and DEFINITIVE GUARANTEE: According to the total construction area, the approximate price is 82,612,000.00- (Eighty-two million six hundred and twelve thousand Turkish Lira) Turkish Lira. The provisional guarantee price is 2,478,360.00 two million four hundred and seventy-eight thousand three hundred and sixty Turkish Lira) Turkish Lira, which is 3% of the total of the estimated cost. The Contractor shall submit the Definitive Guarantee corresponding to 6% of the total of the approximate price of 82,612,000.00- (Eighty-two million six hundred and twelve thousand Turkish Lira) TL and the bid price resulting from the tender, to the Administration following the signing of the Contract.
6 - CONDITIONS FOR PARTICIPATION IN THE TENDER: Real and legal persons or entities who will participate in the tender must submit the following documents and deposit the temporary guarantee.
a. Legal residence document
b. Legal Notification and Correspondence Address in the Republic of Türkiye
c. Document proving registration with the Chamber of Commerce and/or Industry
d. In case of being a legal entity;
d1- A document from the court of the place where the administrative center of the legal entity is located or from the Chamber of Commerce and/or Industry where it is registered or from a similar legal institution, indicating that the legal entity is registered in the registry, issued within the year in which the tender was made (Trade Registry Gazette certified copy).
d2- In case of a natural person, a document showing that the person is registered in the Chamber of Commerce and Industry and/or the Chamber of Tradesmen and Craftsmen.
d3- In case of a Joint Venture Establishment, the document to be provided separately by each of the real or legal persons constituting the joint venture in accordance with the above principles (d1-d2).
e. Notarized signature circular of the bidders
f. In case of proxy on behalf of the bidders, notarized powers of attorney of the bidders on whose behalf they will submit the bid and notarized signature circular of the proxy.
g. Providing a temporary guarantee as stated in Article 5 of this specification.
h. A letter of undertaking stating that one is not one of the persons listed in Article 6 of the State Tender Law No. 2886 and those deemed prohibited.
i. Specifications may be viewed free of charge at the Göle Municipality Public Works Directorate's tender office or may be obtained for 100.00 TL (One Hundred Thousand Turkish Lira). Bidders are required to present a receipt certifying the purchase of the specifications upon participation in the tender. The price paid for a cancelled tender will be considered valid upon receipt.
j. Submission of offers prepared in accordance with the principles written in this specification.
7 - APPLICABLE TENDER PROCEDURE: The tender will be made in accordance with the article 35/a of the State Tender Law No. 2886, by closed bidding method, with an increase in the estimated price determined in addition to the independent sections to be left to the Municipality.
8 - PREPARATION OF OFFERS: Offers are made in writing using the procedure specified in the announcement.
9 - SUBMISSION OF OFFERS: Offers must be submitted to the Technical Affairs Directorate by the time specified in the announcement, against serially numbered receipts. The receipt number is written on the envelope. Offers may also be sent by registered mail. In this case, the Administration's address, the specific job, the bidder's name, surname, and full address must be written on the outer envelope. Offers sent by mail must reach the Administration by the time specified in the announcement. The receipt time for offers that cannot be processed due to postal delays will be recorded in a report. Offers submitted to the Administration cannot be withdrawn for any reason. The time setting is based on the time set by the Turkish Radio and Television (TRT) Administration.
10 - INCREASE BIDS: Bids must be submitted using the sample bid letter included in the tender file. Incomplete or incorrect bids will not be evaluated. When the tender committee receives bids from the bidders present at the session, price increases will be based on the minimum bid increase brackets determined by the tender committee. The tender will be awarded to the bidder who offers the highest estimated bid increase.
11 - PAYMENT OF THE RESERVED PRICE: The Contractor who won the tender shall pay the entire reserve price resulting from the tender to the Göle Municipality Financial Services Directorate within 30 days.
12 - AUTHORITY OF THE ADMINISTRATION: The administration is free to decide whether or not to conduct the tender. (The Municipal Council is free to decide whether or not to conduct the tender and to determine the most suitable offer, in accordance with Article 29 of the Law No. 2886 on the Protection of Public Procurement of Laws.) 5542/1-1
13-If the bids are not found suitable and there is no participant, a new tender will be held on 15.09.2025.
14-The contractor is obliged to employ an insured architect or engineer.
15- Creation and Unification processes will be carried out by the Contractor and the layout plan is calculated according to the created state.
16-The contractor is required to submit documents proving that he/she has no tax or social security debts.
