The fraud network had the diplomas drawn by surveying engineers


Istanbul Provincial Police Department Financial Crimes Branch officers exposed a bribery scheme at schools. In a bribery and aggravated fraud operation, 48 members of the network were apprehended and taken into custody. Details of that operation have been obtained.

Members of the network, who accepted bribes from foreign nationals who came to Turkey for education to apply for "Equivalence Certificates," operated at three distinct levels. At some of the private educational institutions they applied to, students were directed to second-tier network members known as "Equivalence Chiefs" by "intermediaries" who served in various roles, primarily "Educational Consultants."

According to Sabah newspaper, three "Equivalence Chiefs," working at the Istanbul Provincial Directorate of National Education, took bribes from Turkish and foreign students to prepare fake diplomas and graduation certificates to pretend they had studied abroad. The fake documents were prepared by individuals with third-level map drawing expertise. All members of the network also received a share of the bribes.

UP TO 2 MILLION BRIBERY SCHEDULE Members of the network were found to have received between 400,000 and 2 million lira per student from more than 400 students. The network, which ensured that students who hadn't graduated from high school were enrolled in private educational institutions and graduated with retroactive grades, was also found to have created unfair competition by giving higher grades to students studying at private educational institutions who were about to take the Foreign Student Exam (YÖS).

HE WAS PRESENTED AS A UKRAINE GRADUATE, HAVING NEVER BEEN ABROAD Members of the network prepared a fake diploma for a student named AD, claiming it was from a Ukrainian school, and by obtaining "equivalence," he was presented as a university graduate. Detailed investigations revealed that AD had never traveled abroad. It was also determined that many individuals who did not graduate from high school later enrolled in the Dentistry, Law, Education, and Pharmacy faculties of various universities.
