The possibility of conducting all classes with children in kindergarten in justified cases, with the consent of the education superintendent, by a person who is not a teacher is assumed in the draft amendment to the Education Law. On Tuesday (8 July), the draft prepared by the Ministry of National Education will be considered by the government.
Currently, a non-teacher can be employed in a public kindergarten solely to conduct classes that develop children's interests, and not to conduct preschool education classes during which the core curriculum is implemented.

There are 977 vacancies for teachers in kindergartensAs reported by the Ministry of National Education - as of April 22, 2025 - 138,743 teachers are employed in public and non-public kindergartens , of which 92,136 are preschool education teachers; the rest are specialist teachers, psychological and pedagogical assistance, and foreign language teachers.
At the same time , kindergartens had 977 vacancies for preschool teachers: 413 offers for the 2024/2025 school year and 564 offers for the 2025/2026 school year.
In the absence of a preschool teacher, a person with the competences to conduct classes can be employedThe proposed solution will make it possible - in the absence of a teacher with the required qualifications - to employ a person who is not a teacher but has the competence to conduct classes with preschool children .

The change in regulations will enable the kindergarten director to conduct an effective personnel policy and make rational decisions appropriate to the kindergarten's personnel needs. At the same time, the obligation to obtain the consent of the education superintendent will be a guarantee that a person who is not a teacher will meet the necessary conditions to conduct classes in a kindergarten

Unification of kindergarten rules with school rulesIt was noted that the proposed change would unify the rules for employing non-teachers in kindergartens with the rules applicable in schools.
Currently, in justified cases , a public school may, with the consent of the education superintendent, employ a person who is not a teacher if his or her preparation is considered by the school principal to be appropriate for conducting the given classes.
The proposed amendment to the Act is to enter into force after 14 days from the date of its publication in the Journal of Laws.
