IRS, VAT, IMI and more: What changes in taxes from today

The changes are part of the Agenda for Administrative and Fiscal Simplification approved by the Government at the beginning of the year and “constitute an important step towards a simpler and fairer tax system”, as stated by the Secretary of State for Fiscal Affairs, Cláudia Reis Duarte.
The diploma introduces a series of changes to simplify procedures, the highlights of which are:
IRS- A minimum limit for withholding tax is introduced: amounts below 25 euros are no longer subject to withholding tax;
- The deadline for submitting the IRS declaration is harmonized with other tax obligations, facilitating planning and reducing the risk of non-compliance.
- The assessment of urban properties no longer depends on a formal request from the taxpayer. The first assessment is now automatically triggered by the head of finance, based on information transmitted electronically by the owner, including architectural plans;
- In the case of land intended for construction, the subdivision license or communication must also be sent digitally.
- For taxpayers exempt from IMT in the case of property resale, the exemption certificate is now available on the Tax Portal.
- Taxpayers without activity will now receive an automatic proposal for a periodic VAT declaration, which can be validated or corrected.
