July 1 is an important and not the most pleasant day for motorists. Today, several innovations came into force at once, which should be taken into account both in daily operation and when planning to buy a new car.
The authorities are preparing surprises for car owners (both pleasant and unpleasant) in packages. Another such set of innovations came into force on July 1, 2025
The first news is good. Now in Russia there are increased limits on payments when drawing up a European protocol. That is, without calling the traffic police.

If the participants of the accident do not disagree about who is at fault, then under the European protocol you can get up to 400 thousand rubles - there are no changes here. But if the culprit does not immediately admit his wrongdoing, then under the European protocol the maximum payments used to be 100 thousand rubles. With the current prices for spare parts, you can't go wild. Now the limit has been increased to 200 thousand rubles. But do not forget that such an amount can only be received if you have detailed photographs from the scene of the accident.

To receive money under the MTPL, it is very important to correctly fill out the European protocol so that the insurance company does not have a formal reason to refuse payment.
- No more than two vehicles were involved in the accident. If, for example, a car with a trailer crashed into you, or a "train" of three cars was assembled, then you will have to call the traffic police.
- Both participants in the accident must have valid MTPL policies.
- It is necessary to fill out a notification of the accident. If the injured party is sure that the damage does not exceed 100 thousand rubles, then it is possible to fill out paper notification forms - they should always be with you.
- An alternative is to submit a notification via the OSAGO Assistant or Gosuslugi Avto apps. If your damage may exceed 100 thousand rubles or there are disagreements about the assessment of guilt, then this is the only option - these apps allow you to take and attach a photo from the scene of the accident. Make sure that both drivers have Internet access and a verified account on Gosuslugi, otherwise the insurance company will not accept the European protocol.

If you or the other participant in the accident have problems with the reception of the network by the smartphone or any doubts, then feel free to call the traffic police. You will have to wait, spend time, but this is the only way to be sure that the insurance company will not have reasons to refuse payment. However, you also need to carefully double-check everything written by the traffic police: without malicious intent, an accidental error can creep in, which in the future will cause a lot of problems.
And now some bad news for those who like to save on insurance: from July 1, 2025, road cameras will begin to detect cars without an MTPL policy in test mode.

You can get no more than one fine per day. But the scale will be progressive: caught the first time - pay 800 rubles, caught by cameras the second time and then - pay 5 thousand rubles. If you ignore the requirement to have insurance, you can pay 5 thousand rubles every day.
Launching control in test mode means that for now drivers without insurance will simply receive notifications about violations on Gosuslugi. Real fines will come from January 1, 2026.

Even if you are just planning to drive a car from one place to another that you do not use constantly, or move to the country once a season, do not be lazy to get an OSAGO policy. Moreover, since April 7, 2025, it has become possible to get insurance for 24 hours.
Another piece of bad news: buying a new car has become more difficult since July 1. The Bank of Russia is vigorously fighting consumer lending, which allows people to buy expensive goods and fuels inflation. The logic is simple: no lending means no risk of bankruptcy for citizens and no inflation growth.

According to the Central Bank, in April 2025, 58% of car loans and loans secured by cars were issued to people with a debt burden ratio (DBR) of more than 50%. That is, more than half of the income of such borrowers goes to repaying loans.
Now banks will not be able to issue loans so boldly. The Central Bank has firmly established that the share of borrowers with a DTI from 50% to 80% cannot exceed 20% of the total number of those receiving loans. And the share of borrowers with a DTI over 80% should not exceed 5%.
Some people may be lucky enough to get a loan, but 38% of those who previously borrowed from the credit institution will now be left with nothing.

In order not to waste time, before applying to the bank, assess your capabilities and compare all your debt payments with your official income. If the DTI exceeds 50%, you will have to either reduce the loan amount or increase the loan term so that the monthly payment is smaller. But an increase in the loan term always leads to an increase in the final overpayment.
Now most car manufacturers offer their own preferential credit programs: if you immediately pay at least 60% of the cost of the car, you can even count on an installment plan for 2-3 years. But if you spend more than 50% of your income on repaying loans, the bank will most likely refuse to give you a loan, even if the remaining money is enough for a comfortable and secure life. These are just the rules.
The increase in OSAGO limits is good news, control over insurance will not affect law-abiding drivers in any way, and credit limits turned out to be extremely unpleasant news for motorists. Take care of your cars, you will probably have to drive them for a long time.
