Authorities will begin to take into account data from national rankings of universities to assess the effectiveness of their work

The work must be carried out jointly with the highest executive bodies of the regions. The assessment using such data will be carried out for both higher education organizations and professional educational organizations. The Prime Minister of the Russian Federation Mikhail Mishustin has been appointed responsible for the implementation of the order. The deadline is October 1, 2025.

In addition, the government, together with the ANO “Agency for Strategic Initiatives to Promote New Projects,” has been instructed to prepare and submit proposals by early October for scaling up the “University of Entrepreneurs” program, designed to create new business projects and technological solutions with the participation of existing entrepreneurs and domestic universities.

It is also necessary to propose measures to develop the format of joint organizations created by universities, research organizations and entrepreneurs to develop and commercialize the results of innovative activities. The program is scheduled to start on September 1, 2025. A total of six priority areas are open, including new materials and additive technologies, as well as biomedicine. According to the official website of the program, Sechenov University is a participant.

Vladimir Putin ordered the creation of national university rankings in August 2023. The Russian government approved the resolution "On the formation and publication of national rankings of higher education institutions and professional educational organizations" in May 2025. Later, the methods for calculating the indicators of such national rankings were outlined.

The Coordination Council under the Government of the Russian Federation for the formation of national ratings of higher education institutions and professional educational organizations includes 27 people, including Deputy Minister of Health of the Russian Federation Tatyana Semenova, First Deputy Head of the Federal Medical and Biological Agency Tatyana Yakovleva and Deputy Head of the Main Medical Department of the Presidential Property Management Department of the Russian Federation Valery Boyarintsev. Deputy Prime Minister Tatyana Golikova has been appointed Chairperson.

The first rating of domestic universities and colleges by graduate employment rate was presented on the Work of Russia platform in June 2025. It was formed on the basis of Rosobrnadzor data on three parameters. In the direction of training "healthcare and medical sciences" for bachelor's and specialist's degree programs, 47 universities were in the rating, six of which are non-core. The area includes the following areas: "fundamental medicine", "clinical medicine", "health sciences" and "preventive medicine", "pharmacy", "nursing".

The first place was taken by the Northern State Medical University (Arkhangelsk Region) with a final index of 1.29. It was followed by Sechenov University and the N.I. Pirogov Russian National Research Medical University, which shared second place with an index of 1.22. The top three was rounded out by the Tyumen State Medical University (index 1.19).
