Rosatom enterprise to develop medical information system for 102 million rubles

As stated in the technical specifications for the project, the MIS will centralize the process of collecting, analyzing and storing data on the provision of medical care to patients, organize the management of patient flows during the provision of planned and emergency medical care, and help in monitoring its quality and availability. The MIS developers also plan to "optimize the processes of making an appointment with a doctor, communicating with the patient, creating electronic prescriptions, providing drugs, medical devices, technical rehabilitation equipment, and specialized therapeutic nutrition products."
The MIS will be used to "maintain a single electronic medical record of a citizen and provide it, in accordance with the delimitation of access rights, to all medical organizations of a constituent entity of the Russian Federation for the provision of medical care to citizens, ensuring the management of patients with chronic and infectious diseases and conditions, their dispensary observation, pregnancy management, and vaccination passports for the population." Among other things, the MIS's tasks include the automation and centralization of activities for the formation of certificates and medical reports in clinics for the registration of medical books, "ensuring the automatic formation of registers of invoices for medical care provided within the framework of compulsory medical insurance based on primary medical data."
In addition, the MIS automates the activities of the emergency medical service (EMS) when servicing calls, “implementing disaster medicine activities, including in emergency situations, ensuring access of EMS teams to the medical history of patients within the framework of a call, continuity of medical care when a patient is hospitalized.”
According to SPARK-Interfax, Atomdata-Integration JSC was registered in Moscow in 2022. The ownership structure is not specified in SPARK, however, according to the company's website, 51% of shares belong to Rosenergoatom Concern JSC. In 2024, Atomdata-Integration earned 4.3 billion rubles with a net profit of 203 million rubles.
In June 2025, the Federal Service for Technical and Export Control (FSTEC of Russia) proposed to include medical information systems of specialized organizations, systems of pharmaceutical organizations and the GIS OMS in the list of typical industry-specific critical information infrastructure (CII) objects. The thematic project was presented to simplify the categorization process. Such a solution, as planned, should allow for a more clear identification of CII objects and their proper protection.
