The compulsory medical insurance budget for federal clinics will exceed 310 billion rubles in 2025

The funds will go from the FFOMS budget directly to federal clinics in amounts that the Russian Ministry of Health will agree with the government. The list of clinics that will receive additional budget funds is not specified.
The allocation of such a significant tranche indicates the emergence of additional needs of the largest clinics for compulsory medical insurance volumes for the treatment of patients, mainly those coming to Moscow, St. Petersburg and large regional centers from other regions. According to the rules for the distribution and redistribution of compulsory medical insurance volumes for federal clinics, such needs are formed by the Ministry of Health and the Federal Compulsory Medical Insurance Fund after requests from medical institutions and only after approval by Deputy Prime Minister of the Russian Federation Tatyana Golikova.
Thus, taking into account the initially allocated 250 billion rubles per year, at least 310 billion rubles should be spent on the segment of the basic compulsory medical insurance program in federal clinics in 2025. Another 139 billion rubles is the budget for high-tech medical care not included in the basic compulsory medical insurance program for such institutions.
According to the Federal Compulsory Medical Insurance Fund, in 2024, federal clinics received 221 billion rubles to provide specialized and high-tech medical care from the first list in the compulsory medical insurance. For this amount, 2.3 million cases of treatment were provided.
The government has previously repeatedly allocated additional funds from the NZ FFOMS for federal clinics during the year. In April 2025, the government ordered the allocation of 6.3 billion rubles to pay for special medical care and high-tech medical care, and in December 2024, 8.3 billion rubles.
