CHP congress cancellation case begins

The lawsuit filed to annul the CHP's 38th Ordinary Congress held on November 4-5, 2023, and its 21st Extraordinary Congress on April 6, 2025, began at 10:00 at the Ankara 42nd Civil Court of First Instance.
Due to high attendance, the hearing was moved to Hall Z-10 in the Dışkapı Courthouse.
CHP lawyers Çağlar Çağlayan and Mehmet Can Keysan, and the congress delegates' lawyer Onur Yusuf Üregen attended the hearing at the Ankara 42nd Civil Court of First Instance.
Speaking in the case, CHP Headquarters Lawyer Çağlar Çağlayan said, "The allegations that the CHP Chairman is accused of creating chaos in society and that our presidential candidate Ekrem İmamoğlu has made himself a candidate through a fait accompli are unfair and irrelevant to the case file. The plaintiff's petition, which contains such inappropriate matters, should be considered an inappropriate document."
SECURITY PRECAUTIONSHours before the hearing, intense security measures were taken by law enforcement around the courthouse.
Members of the press arrived in front of the courthouse from the early hours of the morning to watch the hearing, which attracted great media attention.
BACKGROUND OF THE CASE
An investigation was launched by the Ankara Chief Public Prosecutor's Office regarding the CHP's 38th Ordinary Congress held on November 4-5, 2023.
Former Hatay Mayor Lütfü Savaş and some delegates filed separate lawsuits in court to cancel the CHP's congress on November 4-5, 2023.
The annulment lawsuits were consolidated into a case file at the Ankara 42nd Civil Court of First Instance on February 14. At the June 30 hearing, the court decided to await the outcome of the objection to the lack of jurisdiction ruling in the criminal case, adjourning the hearing until September 8.
CHP lawyers had requested that the hearing on September 8 be postponed, stating that September 4-9 was the CHP's founding week and that founding events would be held on these dates in accordance with Article 86 of the party's bylaws.
The court deemed the request reasonable and ordered the hearing to be held on September 15. At the hearing held on September 15, the court decided to inquire about the latest status of the cases pending regarding the congress and to request the delegate list for the extraordinary congress held on September 21 and the delegate list for the Istanbul Provincial Congress held on September 24 by writing a warrant to the Supreme Election Council (YSK) and CHP headquarters.
The Ankara 42nd Civil Court of First Instance rejected the requests for injunctions as before.
